Do you carry out the research yourselves?
Partly. The council frames the research questions and the scope, gathers the information and organises it, and brings in specialists where the work calls for that; feasibility studies in particular are coordinated with specialists. Whatever comes back is presented with its sources and with the limits of what it covers.
Will you tell us what to decide?
No. What you receive is organised information around the question behind the decision, with the sources and the limitations of that information set out alongside the findings. Knowing where the information stops is part of the output, not a footnote to it.
What do you need from us to scope a study?

We also need whatever information you already hold and the date you want the findings in hand.
